Senior programme-officer for South Caucasus at IKV Pax Christi

IKV Pax Christi is the leading non-governmental peace-organisation in the Netherlands. Its mission is to promote and achieve sustainable peace and human security worldwide through conflict-prevention and peace-building activities carried out either by local counterparts or by the organization itself. Based in the city of Utrecht, IKV Pax Christi’s geographical priorities cover a wide variety of areas, ranging from Europe (Western Balkans, Caucasus, Netherlands), the Middle-East (Israel-Palestine, Iraq, Syria, Iran and Morocco), Asia (Kashmir, Moluccas), Latin-America (Colombia, Cuba) and Africa (Sudan, Great Lakes area, West-Africa). Apart from direct programme-support, awareness-raising, advocacy and lobby are key components of IKV Pax Christi’s work.

For its Southern Caucasus programme, IKV Pax Christi is currently seeking to recruit a
senior programme-officer South Caucasus (0,8 FTE)

The IKV Pax Christi Southern Caucasus programme focuses on the conflicts around Nagorno-Karabach and South-Ossetia. It aims to contribute to de-escalation and to create and further enhance conditions for sustainable peace, by combining political lobby and support to groundbreaking local initiatives. Our intervention is focusing on enhancing protection and space for peace-activists, small-scale local conflict-prevention, human security and peace-building activities, backed up by lobby and advocacy at national and international level.
Under the supervision of the teamleader Southeastern Europe/Caucasus, to whom (s)he reports periodically, the senior programme-officer carries full management responsibility for the portfolio that has been assigned to him/her.

Key tasks and responsibities of the senior programme-officer include:

  • policy-, strategy- and programme-development as well as acquisition of external (institutional) funding
  • project-cycle management of the current portfolio (planning, implementation, monitoring and evaluation, reporting)
  • identification of new counterparts and programme-opportunities
  • awareness-raising, lobby and advocacy at local, national and international level for conflict prevention, human security and sustainable peace in the Southern Caucasus
  • proactive contribution to IKV Pax Christi’s organizational learning and knowledge-building on conflict prevention, human security and sustainable peace

Profile/key requirements:

  • academic standard both at conceptual level and in daily work, preferably in social or political science, or simular level obtained by working experience
  • excellent (socio-political) analytical and communication skills
  • relevant background, knowledge, experience and network, preferably related to the Southern Caucasus
  • minimal 5 years working-experience with project management in a political/activist environment, of which 2 years preferably in/around the Southern Caucasus
  • demonstrable experience in lobby and advocacy
  • proficiency in English and a solid command of Russian

We offer:

  • salary-scale 10 in the PKN-scale, ranging from 2.144 – 3.626 EURO gross/month (1,0 FTE), plus secondary benefits such as pension-scheme, commuting-allowance, child-care allowance
